Oregon has a graduated state income tax and uses its own withholding formulas, which subtract federal tax withheld, the Oregon standard deduction, and personal exemption credits before applying the rate schedule. The 2026 Oregon withholding formula reflects rates from 4.75% to a top rate of 9.90%.
